Even though the settings allow users to use BBcode in their signatures (and html)… neither is working except for admins. Here’s a screenshot of my settings…

If it is not working, that the users don’t have proper roles set. bbPress since 2.1 requires use of own roles, and that is what my plugin uses. If your users don’t have those roles, than, that will be the problem. Also, bbPress should be assigning roles automatically, and in your case that has not happened.
