Yes, GD Rating System can limit number of votes, and there are many options to control it (including limit to revotes), and it can use cookie and/or IP to control restrictions, or user ID for logged in users.
I am not sure what you mean by preventing rating spam, but best way to prevent that is to allow users only to vote and limit votes.
thanks, we like to buy your plugin, but your pay platform don´t works for us, we like to buy like a person not like a company, we don´t have a IVA number (in Spain is only for companies) and can´t finish the pay.
You don’t need a company to buy the plugin, anyone can do it. Tax number is optional, in EU companies don’t pay VAT (IVA in Spain) and they need to provide the tax number for that. Private persons don’t have tax number, and they are charged VAT on purchase.
