Shortcode doesn’t have such an option (I will consider adding it). But, the display of rating is controlled via templates, so you can create a new template with the voting disabled. Currently, such template is included in the Pro version, I will see about adding it to Free version also soon.
Dynamic Load can be enabled for logged in users or not logged in users (anonymous visitors). If your cache plugin is set to cache only non logged in users, you can enable Dynamic Load only for them.
