I have a multisite instance and on SOME sites, set up the same way as others, and with Attachments for the forum always set to be allowed, I still don’t get the Attachments line with the box for Browsing (or dragging) to add attachments: both on the front-end and the back-end. I had this problem once before but somehow it magically resolved itself. But now on a new site (within the same multisite) I am missing the Attachments field, even though on another new site it came up fine.

I am not sure I can’t help you with this, I can’t reproduce the problem. The problem might be caused by various things, and you should first troubleshoot the plugins and theme you use: https://support.dev4press.com/kb/article/testing-for-conflicts/. Also, check the browser console log for JavaScript errors and server PHP log for PHP errors.
